Legislative Update 5/16

The conference committee report on HF 604 on education appropriations was filed today.  The House concurred with the conference committee report [voice vote] and then passed HF 604 as amended passed [87-10].  The Senate adopted the conference committee report by voice vote and passed HF 604 as amended [27-21].

A few provisions:

  • $6,840,000 for implementing HF 215 education reforms if enacted.
  • $8,000,000 to fund intensive instructional services, curricula, initiatives, programs, and supports for students identified as having a substantial deficiency in reading in grades K-3 [implementing the third grade retention program passed last year].
  • $1,331,000 for the Iowa Reading Research Center.
  • $425,000 to implement certain recommendations of the Competency-Based Education Task Force: providing grants, writing model competencies, plans and templates, developing the assessment validation rubric and model assessments, and designing professional development.

A motion to reconsider the vote was filed by Gronstal (D-Pottawattamie).

We are still waiting on the conference committee report on HF 215.
