Search terms indicate there is interest in testing waivers the Iowa DE has requested for schools that choose to participate in Smarter Balanced Assessment field tests.
As I understand it, two separate waivers have been requested. The double testing waiver would allow schools participating in the Smarter Balanced Assessment/Dynamic Learning Maps field tests an exemption from also having to administer the Iowa Assessments/Iowa Alternative Assessments (the accountability tests required by state law), thus avoiding “double testing” of their students which, if granted, may make participation in the field tests more attractive to Iowa schools. The determination waiver would effectively freeze the participating schools’ SINA statuses for one year. The determination waiver would be only for schools who have not double tested, because they would not have the necessary Iowa Assessment/Iowa Alternative Assessment data for AYP calculations for the year.
As far as I can tell, the Iowa DE is still awaiting official word on whether Iowa’s waiver requests will be approved. In the meantime, you can check out waiver and field test FAQs collected here.
