Legislative Update 1/28

There are just over three weeks left until the first funnel date (Friday, February 21st), the deadline for Senate bills to be reported out of Senate committees and House bills to be reported out of House committees.

House Education subcommittees have been assigned for the following bills: HF 2038, HF 2044, HF 2045, and HF 2055 (see Legislative Update 1/23 for details).

House Education subcommittees have also been assigned for the following House Study Bills:

  • HSB525 proposed by the Governor, the “Bully Free Iowa Act of 2014” referenced in the State of the State address earlier this month.
  • HSB 553 proposed by the Department of Education (related to SSB 3030) relating to standards for educational and instructional models, programs, and supplementary weighting for students identified as limited English proficient.
  • HSB 554 proposed by the BOEE (related to SSB 3047) relating to school employees and the duties and responsibilities of the board of educational examiners.
  • HSB 555 proposed by the Department of Education (related to SSB 3031) relating to professional development services for elementary teachers to improve students’ literacy skills.
  • HSB 556 proposed by the Department of Education (related to SSB 3021) providing for the establishment of an Iowa middle school extended learning time pilot project grant program.
  • HSB 557 proposed by the College Student Aid Commission (related to SSB 3045) relating to programs and accounts administered by the college student aid commission.
  • HSB 558 proposed by the Department of Education (related to SSB 3046) relating to incentives for whole grade sharing and reorganization or dissolution by school districts.
  • HSB 559 proposed by the Department of Education (related to SSB 3028) relating to school instructional time.
  • HSB 560 proposed by the Department of Education (related to SSB 3029) relating to the administrator quality program and to a coaching and support system for school district administrators.
  • HSB 561 proposed by the Department of Education (related to SSB 3019) relating to technical corrections.
  • HSB 562 proposed by BOEE (related to SSB 3032) relating to transitional coaching authorizations issued by the board of educational examiners. Passed subcommittee today.
  • HSB 580 proposed Committee on Education bill by Chairperson Jorgensen (R-Woodbury) relating to high school graduation requirements, which would authorize school districts and nonpublic schools to count AP computer science course credit as the equivalent of a mathematics or science course credit for purposes of meeting high school graduation requirements.

The Senate Education Committee has assigned the following bills to subcommittees: SF 2006, SF 2016, SF 2018, SF 2022, SF 2029, and SF 2035 (see previous legislative updates for details).

SF 2018 concerning school instructional days was reported out of the Senate Education Committee yesterday with a recommendation to pass.

Senate Education subcommittees have also been assigned for the following Senate Study Bills:

  • SSB3105 proposed Committee on Education bill by Chairperson Quirmbach (D-Story) establishing the state percent growth at 6% for the 2015-16 school year.
  • SSB 3106 proposed Committee on Education bill by Chairperson Quirmbach (D-Story) establishing the categorical state percent growth at 6% for the 2015-16 school year.
  • SSB 3107 proposed Committee on Education bill by Chairperson Quirmbach (D-Story) relating to school district property tax replacement payments.
